Power Up Issues...

This monitor has stopped workinh when I restarted the computer what it doing it tries to power up all that is happening is the greenn power light blinks green on and off repeatedly

0 My 1706 Ab no longer shows ANY lights when plugged in. (Problem followed power failure in whole house. On restoratin of power problem was there. How do I remove the bulging cover on the rear of the monitor (above the power-in and video-in sockets? The "screws" have no slots!
