fx 260 brand new out of the box and it doesn't wor...

fx 260 brand new out of the box and it doesn't work. It's solar, so doesn't that mean it's always supposed to be charged? How can they use it on the GED, passing them out to students, and one might not be working? What to do about the one I just bought from Staples.
