I have a hipstreet flare 2 tablet model # HS-9DTB7...

I have a hipstreet flare 2 tablet model # HS-9DTB7-8GB , when turning it on it will not load past the hipstreet loading page and when I try to do a factory reset it says wiping data but it never finishes.
