I can't understand how to turn on the keyboard. On...

I can't understand how to turn on the keyboard. On the upper right of the keyboard there are 3 tiny lights, a button to press and an ON/OFF toggle that doesn't turn anything on. I have been to Settings and turned on Bluetooth there, but I can't figure out how to activate it.
