Pulsar EX 3200 powers up but does not go into any ...

Pulsar EX 3200 powers up but does not go into any mode. No output to load and will not shift to bypass when asked. Fault light on back is blinking and will not reset, but no buzzer sounds. All level LED are lit. What's the problem? System failure?

0 I have the manual. Symptoms are not described in the manual. That is why i'm wondering if I have a system failure.
