Repeatedly followed setup instructions carefully, found that main outlet does not enable any switched outlet when its device is turned on, no matter what device tried, except one. With big screen TV as controlling device, switched outlets are always on, regardless of whether or not TV is on. Radio Shack exchanged it for new unit, but behavior unchanged.
