my red light is constantly on wont allow me to print anything?

5 my samsung clp 300,the red l.e.d light is constantly on,and there the printer will not work what so ever,it goes thru intial start up if switched on,off,but always reverts back to red l.e.d mode? i have cleaned machine .put in a new waste toner cartridge,but lo still the same?any ideas
