If a guest user on the computer or not an administrator user you may not be able to download anything from internet and sometimes from CD's as well. There is an option to make sure others that use your computer can not download or upload things to your computer and give each user certain access or deny it. You can only change this on the administrators user account for each user on the computer, if any other besides yourself. To change this you need to make sure you are logged in as the administrator and change the users restrictions. Try googling "how to change users access with Windows" and make sure you put in your windows version after "windows" because some windows versions are different than others and can be changed in different ways. If that didn't work or you are logged in as the administrator user and there were no restrictions for your account, Your firewall may be on too high on the main firewall that came with your Windows software or your personal firewall is if you have one. You could try changing this to a lower setting. If that isn't it then make sure that your hard drive or the drive you are trying to download to has the ability to do so and not in just read format. To check hover over your drive lets say in this case C drive found in your computer and right click click on properties and see if it has a read and write not just read option. These things may cause it but are less likely to do so, Make sure that the things you are trying to download are compatible with your computer and windows. Make sure your computer isn't too full to download other things. You could also look at your browser's security settings and also make sure they are not too high. Good luck to you, I have also ran into this problem a few times over the years so I know it can be aggravating to say least. If all else fails and you don't get the right answer here you might try going to Microsoft website and try to chat with a real person they have this for any registered user instead of waiting on phone for so many hours.
