How do I combine individual scans into one documen...

How do I combine individual scans into one document I can upload. I've scanned our IRS990 form and need to upload it into a grant application. The pages are individual scans and I can only upload one of them. But I need to combine about 18 pages. HELP. I'm on deadline.
