Local video output sync polarity

The command structure differs, depending on the size of the matrix. Matrix sizes 1616 and smaller, excluding the MTPX Plus 128, do not
need the local output variable (
X1#
). The MTPX Plus 128 and matrix sizes 1632 and larger require the variable.
