Level 1: allows all calls.
Level 2: denies codes stored in the TRS Deny Code Table for
Level 2 except the codes stored in TRS Exception Code
Tables for Levels 2 through 6.
Level 3: denies codes stored in the TRS Deny Code Tables for

Code Tables for Levels 3 through 6.
Level 4: denies codes stored in the TRS Deny Code Tables for
Levels 2 through 4 except the codes stored in TRS
Exception Code Tables for Levels 4 through 6.
