An I/O bus segment will operate at the least common denominator of the adapters installed or the lower speeds
dictated by bus loading (as shown in the tables), whichever is less.
The PCI-X card slots must be populated contiguously starting with slot 1; otherwise the bus will run at 33 MHz PCI.
