DTE supports the RTS lead
state.
Not DTR or RTS, but link is
down.

(e.g., `Sync Data Port S01P1
DTR and RTS down.’)
‘$ifString administratively shut
down.’ (Due to an intentional
shutdown.)
linkUp – No alarms on the port.
