When client A places a call to client B, the IISP procedure routes the call request
over IISP link 2. If IISP link 2 becomes unavailable, the IISP procedure routes the
call request over link 1.
If IISP links 1 and 2 were assigned the same cost, the IISP procedure would
perform call balancing across the links.
