Supports is not NULL, then the attributes that the PCI root
bridge supports is returned in
Supports. If Attributes is
not
NULL, then the attributes that the PCI root bridge is currently
using is returned in
Attributes.
EFI_INVALID_PARAMETER
Both
Supports and Attributes are NULL.
