DECRATE-F: Decreasing Rate (fast channel). SNMP rate change trap
and TL1 autonomous message are sent if the current rate is ≤ the
previous rate minus this threshold (0-2176 kbps in 32 kbps increments,
where 0 disables the messages). The default is 0.
If not specified, the values of these parameters remain unchanged.
