ERdy: Monarch (read):
1=PCI devices are ready to be enumerated
0=PCI devices not ready to be enumerated
Non-Monarch (write):
1=PMC is ready to be enumerated
0=PMC is not ready to be enumerated

BOARD CONFIGURATION REGISTERS
