Conditions:
1. After the load program initiates a reset start, SBD must be low and SBT
high.
2. After the program waits t

= 10 milliseconds, SBD must still be low and
SBT high.
3. Within t
WAIT2
= 100 milliseconds, both SBD and SBT must be high.
If any of these conditions is not met, control returns to the user program.
