Page Received 1 Indicates that a new page has been received and the received
code word has been loaded into PHY register 05d (base pages)
or PHY register 08d (next pages) as specified in clause 28 of
802.3. This bit clears on read. If PHY register 16d bit 1
(Alternate NP Feature) is set, the Page Received bit also clears
when mr_page_rx = false or transmit_disable = true.

only used if PHY register 16d, bit 1 (Alternate NP Feature) is
set.

0b = base_page = false.
